Developing software myself, I'm not surprised they were seriously behind on deliverables. Most software projects fail to estimate properly, resulting in most software projects being late. Part of it is that software is a complicated system, writing one line may affect little or may affect everything in the system. Thus without a mature development process (with past historical data from the team), one estimate may be as fictional as any other estimate.
