Yes, I have enough maintenance points. This game still befuddles me. When I start a new game, the systems that I own can't build new facilities. I have a shipyard on one system, and that can build ships. But I would like to add some defences to that system. Without a construction yard, I can't. I must be missing something obvious...................

Thanks for all the replies. I do own the system and it is not in uprising. But the free spaces comments might be my problem. Perhaps the system doesn't have enough free spaces. How do I check this? Thanks. Thanks for the compliment about the DS tutorial.

Just purchased Rebellion. On some systems, I try to build a shipyard, but the "checkmark" box is greyed out. I have plenty of refined materials, so I don't know what the problem is. Steep learning curve!
